This extension scales HTML content if the width of viewport was fixed.When you check HTML content which sets fixed viewport, this extension scales the content automatically. So you do not need to move horizontal scroll bar.
If you want to use it to local HTML files you need to check 'Allow access to file URLs' on Extensions page.
